Does it save energy if you turn off your computer monitor but don’t shut down the whole thing?

actually ths dish soap didnt work. I asked a friend and she showed me something someone showed her. she used cigarette ashes wet down down with a soft paper towel and it came right off and didnt scratch the screen or anything.
