How to watch cable on my computer monitor?

My monitor is a Samsung SyncMaster 510MP, it has a built in tv tuner but when ever i connect the cable and press the button to watch tv it wont work, but it works when i put in an antenna. Any help would be great.

What is the difference between a TV and a monitor besides the built in tuner? Could I get a 1920×1080 monitor with built in speakers and feed it via HDMI from my cable box as my bedroom TV?

I am looking into purchasing a new flat screen tv and I’ve found that the Samsung 22″ HDTV Monitor is much cheaper than the Samsung 22″ LCD TV. It seems to me that they both do the same thing, only I assume the sound is better on the actual tv, which is ok because I’ll just use external speakers. Any ideas?

My TV makes a very high frequency noise when it’s turned on. But despite that noise, my TV has no problem at all. Same with my computer monitor, but the difference is it makes noise when it’s off. My parents don’t hear them because it’s too high frequency for them to be heard. What or how exactly is making these noises and is there any way to fix it?
