If you are asking if there is a simple adapter or cable to hook up S-video to VGA or DVI, the answer is No.
You can buy a scan converter device (expensive), but it’s not worth it. S-video gives a crappy image to begin with, and it will still look like crap when the signal is converted to VGA or DVI. aviatingamateur
